Our staff of dedicated and experienced professionals is committed to providing you with responsive personal service. We pride ourselves on getting to know our clients and their needs, and then working closely with them to fulfill their goals and objectives. Presented below is a brief introduction for each of our staff members:

Scott B. Odell, AICP, President

Scott B. Odell, AICP, began his professional career in 1980 as a city planner for public agencies and has been an environmental and school facilities planning consultant since 1988. Mr. Odell holds a Bachelor of Arts degree in Geography from the University of California, Davis and has completed graduate coursework in urban and regional planning. Mr. Odell is a member of the American Institute of Certified Planners, Association of Environmental Professionals and Coalition for Adequate School Housing.

Michael P. Paoli, MCRP

Michael P. Paoli has been a school facility, environmental, and city planning consultant since 1971. During his many years as a professional planner, he has served public- and private-sector clients throughout the San Joaquin Valley and beyond and has been active in numerous professional and community organizations. Mr. Paoli holds a Master of City and Regional Planning Degree, With Distinction, and a Bachelor of Arts in Public Administration from California State University, Fresno.

Robert W. Owen, Senior Project Manager

Robert W. Owen has been involved in school facilities planning and construction since 1987. Mr. Owen spent thirteen years directing and managing all aspects of facilities planning, facilities construction and facilities operation for Madera Unified School District. Mr. Owen spent over three years directing support services, including facilities planning and design, for Minarets Joint Union High School District. Mr. Owen served two years as district superintendent for Chawanakee Unified School District. Odell Planning has employed Mr. Owen since January 2006, and he has focused on preparing developer fee studies, school enrollment projections and facilities master plans. Mr. Owen holds a Bachelor of Science degree in Engineering (Materials Science) from San Jose State University and has completed graduate coursework in materials science, educational administration and mathematics.

Gabriel Gutierrez, Senior Planner

With eleven years of professional planning experience in the public and private sectors, Gabriel Gutierrez has substantial experience in California Environmental Quality Act (CEQA) analysis, city planning, annexation/LAFCO matters and geographic information systems (GIS). Since February 2007, Mr. Gutierrez has been a key member of the Odell Planning & Research, Inc. staff in the preparation of CEQA documents, site selection studies and GIS maps. Prior to joining Odell Planning & Research, Inc., Mr. Gutierrez worked for nearly six years as a planner for public agencies.

Donna Middleton, Office Manager

Donna Middleton has served as Office Manager at Odell Planning since March 2009. Ms. Middleton oversees all aspects of daily office operations. These duties include accounting, payroll, human resources, administrative support, contract management, and maintaining equipment and supplies. Ms. Middleton brings to the team over 20 years of professional office experience, including training skills and experience in diverse work settings.
